Attendance and Public Comment Changes Due to COVID-19

The Coalinga-Huron Unified School District’s Board of Trustees will be conducting a regular meeting on February 9, 2021. Given the current Shelter-in-Place Order covering Fresno County and the Social Distance Guidelines issued by Federal, State, and Local Authorities, the District is implementing the following changes for attendance and public comment.

The District Board meeting to be held on February 9, 2020 at 6:30 p.m. will only be accessible online. The meeting may be viewed through the following options:  Livesteam: https://www.crowdcast.io/chusd-board

The District will also provide links to this streaming option on the District’s website and on its Twitter page. Unfortunately, physical attendance by the public cannot be accommodated given the current circumstances and the need to ensure the health and safety of the District Board, District staff, and the public as a whole.

If you wish to make a general public comment or public comment on a particular item on the agenda, you may submit your public comments by e-mail to: CHUSDBoardMeetingPublicComment@chusd.org .In the subject line of the e-mail, please state your name and the item you are commenting on. If you wish to submit a public comment on more than one agenda item, please send a separate e-email for each item you are commenting on. Please be aware that written public comments, including your name, may become public information. Additional requirements for submitting public comments by e-mail are provided below. The public may call in to the meeting to provide public comment by calling (559) 935-7504. Calls are limited to 3 minutes and must state the callers name and City of Residence. Calls will be taken in the order received.

General Public Comments & Comments on District Board Business Items

For general public comments and comments regarding specific District Board Business Items, all public comments must be received by e-mail no later than 3:00 p.m. on February 9, 2021. Comments received by this time will be read aloud by a staff member during the applicable agenda item, provided that such comments may be read within the normal three (3) minutes allotted to each speaker. Any portion of your comment extending past three (3) minutes may not be read aloud due to time restrictions. If a general public comment or comment on a business item is received after 3:00 p.m., efforts will be made to read your comment into the record. However, staff cannot guarantee that written comments received after 3:00 p.m. will be read. All written comments that are not read into the record will be made part of the meeting minutes, provided that such comments are received prior to the end of the District Board meeting.

IV. PUBLIC COMMENT
Quick Summary / Abstract:
This portion of the agenda may be utilized by any person to address the School Board on any matter within the jurisdiction of the Coalinga Huron Unified School District. However, depending on the subject matter, the Board may be unable to respond at this time or until the specific item is placed on the agenda at a future meeting, as provided by the Brown Act. Speakers should limit their comments to not more than three (3) minutes.  Public comment will also be allowed on specific agenda item prior to Board action thereon.

Quick Summary / Abstract:
Board Policy 3300 and Education Code §17605 require all purchases and expenditures made by the Superintendent and/or designee on behalf of the Governing Board to be reviewed every 60 days.  Staff is presenting the disbursements of accounts payable and payroll from all the funds, plus providing the purchase order report:

V.C. Declaration of Surplus Items at Coalinga High School Farm
Quick Summary / Abstract:
When the Governing Board, upon recommendation of the Superintendent or designee, declares any District-owned personal property as surplus, and by unanimous vote of Board members in attendance agree that the property, whether one or more items, does not exceed $2,500 in value, that the property may be sold without advertising for bids, may be donated to a charitable organization deemed appropriate by the Board or may be disposed of in the local public dump per Education Code 17546. 
Staff is recommending that the Board declare as surplus items at the Coalinga High School Farm per the attached list.   These items are either broken or have little or no salvageable value.
Once the board declares these items as surplus, staff will properly dispose of them. 
Recommended Motion:
Declare items on the attached list as surplus to be disposed of properly by staff.

V.D. Declaration of Surplus Items for Bishop Elementary School
Quick Summary / Abstract:
When the Governing Board, upon recommendation of the Superintendent or designee, declares any District-owned personal property as surplus, and by unanimous vote of Board members in attendance agree that the property, whether one or more items, does not exceed $2,500 in value, that property may be sold without advertising for bids, may be donated to other government agencies, or to a charitable organization deemed appropriate by the Board or may be disposed of in the local public dump per Education Code 17546;  technology items may be sent to an appropriate recycling center that will ensure hard drives are destroyed.

Staff is recommending that the Board declare as surplus from Bishop Elementary various technology and other miscellaneous items on the attached list deemed obsolete or broken with little or no value. The list of items was circulated among principals and department heads to determine if there was a need for the items in other locations.
Once declared surplus by the Board, staff will ensure proper disposal of these items.






Recommended Motion:
Declare items on the attached list as surplus to be disposed of properly by staff.

VII. PUBLIC COMMENT REGARDING REOPENING OF SCHOOLS
Quick Summary / Abstract:
In Person Public Comment will be accepted for Item VII. Regarding Reopening of Schools, mask and temperature check will be required. Individual speakers are allowed 3 minutes to address the Board. The Board shall limit the total time for public comments to 30  minutes.

IX.A. ACTION ITEM: 2019-2020 School Accountability Report Cards (SARCs)
Quick Summary / Abstract:
In November 1988, California voters passed Proposition 98, also known as The Classroom Instructional Improvement and Accountability Act. This ballot initiative provides California’s public schools with a stable source of funding. In return, all public schools in California are required annually to prepare SARCs and disseminate them to the public.
SARCs are intended to provide the public with the following information:  demographic data, school safety and climate for learning, academic data, school completion rates, class sizes, teacher and staff information, curriculum and instruction descriptions, postsecondary preparation, and fiscal and expenditure data.
By submitting the SARCs to the Board, the sites assure that each SARC follows state guidelines pursuant to EC sections 33126, 33126.1, 35256, and 52052, and ESEA Section 1111(h)(2).
Recommended Motion:
District staff recommends approval of the submitted SARCs for each District school site.

IX.B. ACTION ITEM: Williams Quarterly Report for October, November & December 2020
Quick Summary / Abstract:
With the William’s Compliance components, each school district is required to report quarterly to the County Superintendent, regarding any complaints related to the three areas covered by the William’s Lawsuit Settlement.
The three areas are 1) instructional materials, 2) teacher vacancy or miss-assignment, or 3) facilities conditions. During the second quarter of the 2020-2021 school year, (October-December) there were NO complaints submitted.
Recommended Motion:
Staff recommends approval of Williams Quarterly Report on Williams Uniform Complaints.

X. HUMAN RESOURCES – Scott Yeager, Director of Human Resources


X.A. ACTION ITEM: Approve Memorandum of Understanding with California School Employees Association, Chapter #90 for Increase in hours for two Classified Employees.
Quick Summary / Abstract:
District staff have identified a need to increase the hours of two classified employees.  The MOU will provide for the proper process to accomplish this goal. 
The District and CSEA have consulted on this matter and developed the MOU to memorialize the agreement.  Both parties support the increase in hours for the two employees.  This action does not result in a change to any salary range or classification of employees.  We are only increasing the daily work hours of two current employees to match the daily schedule for all others in the same classification.
Recommended Motion:
Staff recommends approval of the Memorandum of Understanding with the California School Employees Association, Chapter #90.
Financial Impact:
The cost for the increase in the two positions is approximately $17,000 per year.

X.B. ACTION ITEM: Approval and Second Reading of Updated Board Policy #5146 Married/Pregnant/Parenting Students.
Quick Summary / Abstract:
The Board reviewed this policy update on December 15, 2020.  It was the direction of the board to bring the policy back for the second reading.  The policy is presented for the second reading with no changes to the proposed language as presented on December 15, 2020.
Recommended Motion:
Staff recommends approval of the updated Board Policy #5146 Married/Pregnant/Parenting Students. 
Financial Impact:
There is no cost for this action.

X.C. ACTION ITEM: Approval of Agency Agreement for New Teacher & Leadership Development IMPACT Intern Program with Tulare Office of Education
Quick Summary / Abstract:
This agreement with Tulare County Office of Education is a continuance of past agreements we have with the agency.  As with past practice, this is a two-year agreement.  The agreement contains guidelines for staff support of interns, responsibilities of the parties, and the cost for services.  This agreement may be terminated by either party with 30 days written notice for no reason.  This agreement includes the same provisions as previous contracts.
The State of California continues to experience a teacher shortage.  This shortage has impacted our district significantly.  Using Interns to fill positions that we are unable to fill with credentialed teachers is an acceptable and practical option.  We have a very good relationship with the IMPACT program with 3 interns from the agency currently employed by the district.

Recommended Motion:
Staff recommends approval of the Agency Agreement with the Tulare County Office of Education.
Financial Impact:
The cost for the teacher mentor program is approximately $4,320. There is an additional expense of $1,000 for the program which can be transferred to the Intern.
